Mr. Mensah said the Planning and <br />Zoning Commission recommended approval, as did City Staff. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item to please come forward. With no one speaking, Mayor Pankaj closed the public hearing. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Kessel. Discuss and act on RESOLUTION NO. 2025-022: A RESOLUTION APPROVING <br />THE FORM AND AUTHORIZING THE MAYOR TO EXECUTE THE <br />"REIMBURSEMENT AGREEMENT — FORESTBROOK PUBLIC IMPROVEMENT <br />DISTRICT NO. 1" BETWEEN THE CITY OF PARIS, TEXAS AND LONE STAR <br />PLANNED DEVELOPMENTS, LLC. <br />Deputy City Manager Rob Vine explained that the developer had requested the City issue <br />PID bonds for Phases 1 and 2 of the project and pursuant to the Agreement, they shall not exceed <br />$20,000,000.00. He explained the City would not have any liability with respect to repayment. <br />Mr. Vine said the PID was a reimbursement which required the developer to advance costs for <br />the authorized improvements for reimbursement from the PID bond fund. He also said the <br />agreement satisfied the requirements of Section 372.023 of the Act and additional documentation <br />would be brought to Council for approval prior to bonds being issued. Mr. Vine said the SAMCO <br />representative was available to answer questions. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Moore. Motion carried, 6 ayes — 0 nays. <br />18. Receive presentation by the Fire Chief regarding the purchase of fire trucks and <br />equipment and possible financing options to facilitate the purchase and other matters <br />related thereto. <br />Fire Chief McMonigle said the Fire Department had fallen behind in apparatus <br />purchasing over the last several years due to Covid and budgetary constraints. He also said that <br />over the last five years, repairs and dependability issues had increased , and they needed to return <br />to the schedule for apparatus replacement as soon as possible. Chief McMonigle said there were <br />different financing or payment options available which would be addressed by Ryan. <br />Cunnincham from SAMCO, Rose Beverly and Gene Anderson. <br />Mr. Anderson said in 2020, the City used tax notes for equipment and vehicles for Public <br />Works and those notes would be paid off next year. Mr. Cunningham said a reimbursement <br />resolution would allow them to move forward. Mayor Pro -Tem Savage asked Mr. Cunningham <br />to explain to the Council how tax notes worked, and Mr. Cunningham reviewed in summary tax <br />notes. Mayor Pro -Tem Savage inquired about the worth of the old engines. Chief McMonigle <br />said if they are put in an auction, they might get $30,000.00 per engine. Ms. Rose said they <br />
