Miles Subdivision, <br />Block A, Lots 1-13 (5.139 acres) LCAD 129326, 129327, 17005, 129233, 129234, <br />129236, 129237, 129238, 12939, 129240, 129241, 129242, and 129243 in the 1400 <br />Block of S.E. 6t" at Sycamore Street (Applicant has withdrawn application). <br />Mayor Pankaj announced that the applicant for items 19-21 had withdrawn his <br />applications and moved City Council to item 22. <br />22. Discuss and act on RESOLUTION NO. 2025-021: A RESOLUTION APPROVING <br />AND AUTHORIZING AN ECONOMIC DEVELOPMENT AGREEMENT AND TAX <br />ABATEMENT AGREEMENT WITH TODD STEPHENS, PURSUANT TO THE 5 -IN - <br />5 HOUSING INFILL DEVELOPMENT PROGRAM. <br />Mr. Mensah said that the Developer had applied for an Economic Development and <br />Residential Tax Abatement Agreement, that Staff reviewed the application and determined that <br />the properties were within the program area. He also said the proposed improvements met the <br />criteria for the program. <br />Council Member Putnam expressed great concern about passing this because they had <br />not yet amended the guidelines as related to uniformity in the neighborhoods. Mr. Mensash said <br />Staff could call the developer and see if he would agree to what was discussed about <br />amendments. Mayor Pro -Tem Savage said he did not think that was fair to the developer because <br />the application was submitted prior to discussion of uniformity. Council Member Putnam said <br />that Council needed more clarity on this item and that she was not comfortable with the language. <br />Following additional discussion, Ms. Beverly explained that Stephanie was out but that she <br />would get with Ms. Harris to put together amendments to the Program and possibly it could be <br />presented for discussion at their workshop agreement. <br />
