MINUTES OF THE CITY COUNCIL WORKSHOP MEETING <br />OF THE CITY OF PARIS, TEXAS <br />May 29, 2025 <br />The City Council of the City of Paris met for a workshop session at 5:00 p.m. on <br />Thursday, May 29, 2025, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Mickey Ellis, Alix Putnam, and <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Bruce Ballard, <br />Finance Director; Janice Ellis, City Clerk; and <br />Stephanie Harris, City Attorney <br />Absent: Council Member: Shatara Moore <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 5:02 p.m. <br />2. Discuss monthly financial reports. <br />City Manager Rose Beverly presented the City Council with an example of the new <br />layout for financial reports. Finance Director Bruce Ballard reviewed the document and <br />answered questions from City Council, along with Ms. Beverly. <br />3. Discuss special projects to be funded out of the $400,000.00 received from the Solar <br />Farm Disannexation Project. <br />Ms. Beverly reported that Rob Vine had been working on this and she would place the <br />item on a future workshop, as he was no longer with the City. <br />4. Discuss the eligibility requirements and criteria for the residential tax abatement <br />program. <br />Ms. Beverly explained the program was established in 2013 and it was clear from the <br />minutes that the abatements were for additions to single family homes or construction of a new <br />single family home. She said this tool was not intended for subdivisions, apartments or duplexes. <br />Ms. Harris added that the Council at that time did not want to include subdivisions. City Council <br />discussed this subject at length and more specifically, repealing the residential tax abatements <br />and developing a new residential abatement policy and tax abatement agreement. Ms. Harris <br />said she would have an ordinance repealing the current program ready for the next City Council <br />meeting. <br />
