■ The costs of the Improvement Area #1 Authorized Improvements equal <br />$4,480,825 as shown on Exhibit B-1; and <br />■ The Improvement Area #1 Assessed Property receives special benefit from the <br />Improvement Area #1 Authorized Improvements equal to or greater than the <br />Actual Cost of the Improvement Area #1 Authorized Improvements; and <br />■ The Improvement Area #1 Initial Parcel will be allocated 100% of the Improvement <br />Area #1 Assessment levied for the Improvement Area #1 Authorized <br />Improvements, which equals $2,012,000 as shown on the Improvement Area #1 <br />Assessment Roll attached hereto as Exhibit F-1; <br />■ The special benefit ( >_ $4,480,825) received by the Improvement Area #1 Initial <br />Parcel from the Improvement Area #1 Authorized Improvements is equal to or <br />greater than the amount of the Improvement Area #1 Assessment ($2,012,000) <br />levied on the Improvement Area #1 Initial Parcel for the Improvement Area #1 <br />Authorized Improvements; and <br />■ At the time the City Council approves this Service and Assessment Plan, the <br />Developer shall own 100% of the Improvement Area #1 Initial Parcel. The <br />Developer acknowledges that the Improvement Area #1 Authorized <br />Improvements confer a special benefit on the Improvement Area #1 Initial Parcel <br />and consents to the imposition of the Improvement Area #1 Assessment to pay <br />for the Actual Costs associated therewith. The Developer ratifies, confirms, <br />accepts, agrees to, and approves: (1) the determinations and findings by the City <br />Council as to the special benefits described herein and the applicable Assessment <br />Ordinance; (2) the Service and Assessment Plan and the applicable Assessment <br />Ordinance; and (3) the levying of the Improvement Area #1 Assessment on the <br />Improvement Area #1 Initial Parcel. <br />■ Remainder Area <br />■ The costs of the Major Improvements allocable to the Remainder Area equal <br />$605,488 as shown on Exhibit B-1; and <br />■ The Remainder Area receives special benefit from the Remainder Area Projects <br />equal to or greater than the Actual Cost of the Remainder Area Projects allocable <br />to the Remainder Area Apportioned Property; and <br />FORESTBROOK PUBLIC IMPROVEMENT DISTRICT NO. 1 is <br />SERVICE AND ASSESSMENT PLAN <br />
