Regular Council Meeting <br />July 14, 2025 <br />Page 2 <br />Consent Ajenda <br />Mayor Pankaj inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. There being none, a Motion to approve the consent agenda was <br />made by Mayor Pro -Tem Savage and seconded by Council Member Moore. Motion carried, 7 <br />ayes — 0 nays. <br />Approve minutes from the meetings of June 9, 2025, June 16, 2025, June 23, 2025, and <br />July 1, 2025. <br />Receive reports and/or minutes from the following boards and commissions: <br />a. Paris Economic Development Corporation (5-20-2025) <br />b. Planning & Zoning Commission (6-2-2025) <br />c. Main Street Advisory Board (6-10-2025) <br />7. Approve an addendum number two to the Lease Agreement with Red River Valley <br />Veterans' Memorial. <br />Approve an expenditure from the TIRZ Fund Tax Increment Reinvestment Zone No. 1 <br />for $100,000.00 to support the I" Street Renovation Project. <br />Regular Agenda <br />enda <br />Conduct a public hearing, discuss and act on an ORDINANCE NO. 2025-013: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />ACCEPTING AND APPROVING THE FORESTBROOK PUBLIC IMPROVEMENT <br />DISTRICT NO. 1 SERVICE AND ASSESSMENT PLANT AND IMPROVEMENT <br />AREA #1 ASSESSMENT ROLL FOR THE FORESTBROOK PUBLIC <br />IMPROVEMENT DISTRICT NO. 1; MAKING A FINDING OF SPECIAL BENEFIT <br />OT CERTAIN PROPERTY IN THE DISTRICT; LEVYING SPECIAL <br />ASSESSMENTS AGAINST CERTAIN PROPERTY WITHIN IMPROVEMENT <br />AREA #1 OF THE DISTRICT AND ESTABLISHING A LIEN ON SUCH <br />PROPERTY; PROVIDING FOR THE METHOD OF ASSESSMENT AND THE <br />PAYMENT OF THE ASSESSMENTS IN ACCORDANCE WITH CHAPTER 372, <br />TEXAS LOCAL GOVERNMENT CODE, AS AMENDED, PROVIDING PENALTIES <br />AND INTEREST ON DELINQUENT ASSESSMENTS; PROVIDING FOR <br />SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. <br />City Attorney Stephanie Harris reviewed the timeline of this project beginning October <br />14, 2024. She said this was the Ordinance that accepted and approved the service and assessment <br />plan and assessment roll for Forestbrook Public Improvement District No. 1, levying special <br />assessments against certain property in Improvement Area 41 of the District and approving all <br />matters related thereto. <br />
