MemorandumAgenda Item No. 13 <br />TO: Mayor & City Council <br />Rose Beverly, City Manager <br />FROM: Osei Amo-Mensah, Director, Planning & Community Development <br />SUBJECT: Economic Development and Residential Tax Abatement Agreement with Linda <br />Cheney. <br />DATE: August 11, 2025 <br />BACKGROUND: The applicant Linda Cheney has applied for an Economic Development and <br />Residential Tax Abatement Agreement under the 5 in 5 Housing Infill Development Program (the <br />Program) to build Single -Family Dwellings, up to a total of 10 separate units. <br />The Name and Location of the Reinvestment Zone: 2025-1 encompassing the entirety of the <br />corporate limits of the City of Paris, Texas. Properties to be included in the abatement are: <br />• LCAD# 15428, City of Paris Block 95, Lot 5, 3rd St. NW. <br />• LCAD# 14832, City of Paris Block 72-A, Lot 12, 6th St. NE <br />• LCAD# 22185, City of Paris Block 72, Lot 15, 6th St. NE. <br />• LCAD# 14933, City of Paris Block 74-C, Lot 3, Garrett St. and 3rd St. SE. <br />• LCAD# 14993, City of Paris Block 75-A, Lot 12, 827 Provine St. <br />• LCAD# 11026, East Park Addition Block C, Lot 81513 5th St. NE. <br />• LCAD# 11152, East Park Addition O, Lot 13, 1 lth St. NE. <br />• LCAD# 11154, East Park Addition Block O, Lot 15, 11th St. NE. <br />• LCAD# 15229, City of Paris Block 87, Lot 17, W. Shiloh St. <br />• LCAD# 15481, City of Paris Block 98, Lot 7, W. Henderson St. <br />STATUS OF 1SSUE: Staff has reviewed the application and determined that the properties are <br />within the Program Area, and that the proposed improvements meet the criteria for the Program. <br />The proposed agreement, attached hereto, provides incentives under Chapter 380 of the Texas <br />Local Government Code relating to labor fees on water/sewer taps, building plan review, and <br />permitting as well as a residential tax abatement under the authority of Texas Tax Code Chapter <br />312. There are transfers of City and County trustee properties. All incentives are provided in the <br />Program guidelines and criteria. Notice of the Council's consideration of the tax abatement was <br />duly posted at least 30 days prior to this meeting as required by law. <br />BUDGET: The estimated cost per lot improvement is $265,000.00. Discounts on the fees are <br />mentioned in the program guidelines as described above. The tax abatement will have negligible <br />
