Regular Council Meeting <br />August 11, 2025 <br />Page 4 <br />IT Receive presentation from the City Manager and Interim Finance Director, discuss and <br />provide direction on the FY 2025-2026 Budget for the City of Paris. <br />City Manager Rose Beverly said what she brought to them tonight were the changes since <br />their July 29 presentation. Ms. Beverly reviewed the police department software, the public <br />works waterline 271 extension, the sewer fund, strategic plan financial forecasting, the Toole <br />Revitalization Plan Update, removal of the bike lane match, the general fund, health insurance <br />increase for each employee, revenue and expenses in the general fund, revenue and expenses in <br />the water fund, revenue and expenses in the airport fund, which included a transfer of $93,700.00 <br />from the general fund for the airport. Ms. Beverly said the proposed tax rate was .47239, taking <br />the de-minimis property tax rate. (for a detailed summary, please see Exhibit "A" attached) <br />Mayor Pankaj said the fire department needed a lot of attention, which included pay and <br />equipment. He expressed appreciation to Rose Beverly and Fire Chief Thomas McMonigle for <br />working on this. Council Member Putnam inquired if the health insurance was bid out last year. <br />Ms. Beverly said she was not here, but it was her understanding that it was bid and TML came <br />out far ahead. Mayor Pankaj inquired if Council wished to have a special budget workshop. <br />Mayor Pro -Tem Savaged favored the idea, if they needed it. It was a consensus to post budget <br />workshops for August 18 and 20 but to cancel them if they were not needed. <br />18. Consider and approve future events for City Council and/or City Staff pursuant to <br />Resolution No. 2004-081. <br />Mayor Pankaj said he would like for the City to look at partnering with TxDOT about <br />erecting no littering signage and including a penalty. <br />19. Adjournment. <br />There being no further business, a Motion to adjourn was made by Mayor Pro -Tem <br />Savage and seconded by Council Member Ellis. Motion carried, 6 ayes - 0 nays.
