Regular Council Meeting <br />August 11, 2025 <br />Page 3 <br />Director of Planning & Community Development Osei Amo-Mensah explained that the <br />applicant had applied for an economic development and residential tax abatement agreement <br />under the 5 in 5 Housing Infill Development Program to build up to a total of ten separate single- <br />family dwellings. He said staff determined that the properties were within the program area and <br />that the proposed improvements met the criteria for the program. <br />Mayor Pro -Tem Savage asked if construction had already started. Mr. Amo-Mensah said <br />he did not think construction had started. City Attorney Stephanie Harris said if it had, the <br />applicant was not eligible for a tax abatement. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ellis. Motion carried, 6 ayes —0 nays. <br />14. Discuss and act on approval to participate in the New National Opioids Settlement <br />regarding Purdue Pharma and the Sackler family; and authorize the City Manager to <br />execute and submit the Participation and Release Form. <br />City Attorney Stephanie Harris said items 14 and 15 were duplicates so no action was <br />needed on item 15. <br />Ms. Harris said the opioid crisis in the United States had generated massive amounts of <br />litigation, and the City previously elected to participate in litigation brought by the Texas Office <br />of the Attorney General. She explained this was a new settlement of national litigation. She <br />also said it City receives a part of the settlement, it was not known whether or not there would <br />be any restrictions placed on the use of the proceeds. Ms. Harris reported if there were too many <br />restrictions or requirements, the City could decline them at that time, but in order to even get the <br />chance the City needed to meet the deadline of September -) to submit the documentations. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Council Member Norment. Motion carried, 6 ayes — 0 nays. <br />15. Discuss and act on the following subdivision participation and release forms for the <br />following opioid settlements; and authorize the City Manager to execute all necessary <br />documents: Purdue <br />16. Discuss and act on two appointments to fill the vacancies on the Building and Standards <br />Commission. <br />City Clerk Janice Ellis explained they currently had two vacancies, due to Chris <br />Fitzgerald resigning and Millicent Kee choosing not to serve on this board. Ms. Ellis said staff <br />re -advertised and received two applications, one from Jesse Wallace, Jr. and one from Morgan <br />Cline. <br />A Motion to appoint the two applicants to the Building and Standards Commission was <br />made by Mayor Pro -Tem Savage and seconded by Council Member Putnam. Motion carried, 6 <br />ayes — 0 nays. <br />
