There being none, a Motion to approve the consent agenda was <br />made by Mayor Pro -Tem Savage and seconded by Council Member Putnam. Motion carried, 5 <br />ayes — 0 nays. <br />5. Approve minutes from the meetings of August 12, 2025, August 21, 2025, Joint with <br />TIRZ Board and August 25, 2025) . <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Historic Preservation Commission (2-12-2025 & 6-11-2025) <br />b. Conduct a public hearing on the City's proposed tax rate for FY 2025-2026. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item to please come forward. Discuss and act on ORDINANCE NO. 2025-016: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, ADOPTING A BUDGET FOR THE <br />ENSUING FISCAL PERIOD BEGINNING OCTOBER 1, 2025, AND ENDING <br />SEPTEMBER 30, 2026, IN ACCORDANCE WITH THE CHARTER OF THE CITY <br />OF PARIS; APPROPRIATING THE VARIOUS AMOUNT THEREOF; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Interim Finance Director Gene Anderson said the proposed budget was filed with the <br />City Clerk on July 28 and presented to City Council on August 11. He reported that the budget <br />ordinance summarized revenues and expenses for all budgeted funds and departments, as well <br />as provided for certain transfers to be made between various city funds. Mr. Anderson said <br />Charter requirements had been met, and the proposed budget awaited the City Council's formal <br />adoption. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Council Member Putnam. Motion carried, 5 ayes — 0 nays. <br />
