Regular Council Meeting <br />September 8, 2025 <br />Page 3 <br />10. Discuss and act on RESOLUTION NO. 2025-041: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING <br />AN ECONOMIC DEVELOPMENT AGREEMENT AND TAX ABATEMENT <br />AGREEMENT WITH PALMA HOLDINGS, LLC PURSUANT TO THE 5 IN 5 <br />HOUSING INFILL DEVELOPMENT PROGRAM; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Planning & Community Development Director Osei Amo-Mensah said the applicant had <br />applied for an economic development and residential tax abatement agreement under the 5 in 5 <br />Housing Infill Development Program to build Single -Family Dwellings, up to a total of ten <br />separate units. <br />Council Member Putnam inquired if TIRZ Board was notified of the one property that <br />was in the TIRZ Zone. City Attorney Stephanie Harris said yes, and they would consider it at <br />their next board meeting on September 11. Mayor Pro -Tem Savage asked what would happen <br />if TIRZ did not approve it. Ms. Harris explained that the one property would not be considered <br />for an economic and residential tax abatement agreement, but that PALMA would still qualify <br />on the other properties. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Ellis. Motion carried, 5 ayes — 0 nays. <br />11. Receive a presentation from Celso Arrieta about the IT Department. <br />IT Manager Celso Arrieta gave a presentation to the City Council about the IT <br />Department, which included the focus on modernization, security, operational efficiency, SD - <br />WAN implementation, migration to an UCaaS Platform, Smart Water Treatment Plant, <br />Infrastructure Stability and Cloud Migration, reducing costs through Smart Management, <br />enhancing security and user training, ensuring continuity and availability, and outlined future <br />plans for IT. Mr. Arrieta answered questions from City Council. <br />12. Receive a presentation from Jason Dyess about the EMS Department. <br />EMS Assistant Chief Jason Dyess gave a presentation to the City Council about the City's <br />Emergency Medical Services, which included their mission to serve, strive and never yield. He <br />explained their core values, the different service types, gave a brief history of the department, <br />outlined their operations, gave an overview of the department's facilities and fleet, the services <br />they provided, and the calls for service taken since 2014, the number of employees and their <br />positions, and future goals. Mr. Dyess answered questions from City Council. <br />13. Discuss and act on RESOLUTION NO. 2025-042: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A NEGOTIATED <br />SETTLEMENT BETWEEN THE ATMOS CITIES STEERING COMMITTEE <br />("ACSC") AND THE ATMOS ENERGY CORP., MID-TEX DIVISION REGARDING <br />
