Discuss and act on RESOLUTION NO. 2025-041: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING AN ECONOMIC DEVELOPMENT AGREEMENT AND TAX ABATEMENT AGREEMENT WITH PALMA HOLDINGS, LLC PURSUANT TO THE 5 IN 5 HOUSING INFILL DEVELOPMENT PROGRAM; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Planning & Community Development Director Osei Amo-Mensah said the applicant had applied for an economic development and residential tax abatement agreement under the 5 in 5 Housing Infill Development Program to build Single -Family Dwellings, up to a total of ten separate units. Council Member Putnam inquired if TIRZ Board was notified of the one property that was in the TIRZ Zone. City Attorney Stephanie Harris said yes, and they would consider it at their next board meeting on September 11. Mayor Pro -Tem Savage asked what would happen if TIRZ did not approve it. Ms. Harris explained that the one property would not be considered for an economic and residential tax abatement agreement, but that PALMA would still qualify on the other properties. A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by Council Member Ellis. Motion carried, 5 ayes — 0 nays. 11. Receive a presentation from Celso Arrieta about the IT Department. IT Manager Celso Arrieta gave a presentation to the City Council about the IT Department, which included the focus on modernization, security, operational efficiency, SD - WAN implementation, migration to an UCaaS Platform, Smart Water Treatment Plant, Infrastructure Stability and Cloud Migration, reducing costs through Smart Management, enhancing security and user training, ensuring continuity and availability, and outlined future plans for IT. Mr. Arrieta answered questions from City Council. 12. Receive a presentation from Jason Dyess about the EMS Department. EMS Assistant Chief Jason Dyess gave a presentation to the City Council about the City's Emergency Medical Services, which included their mission to serve, strive and never yield. He explained their core values, the different service types, gave a brief history of the department, outlined their operations, gave an overview of the department's facilities and fleet, the services they provided, and the calls for service taken since 2014, the number of employees and their positions, and future goals. Mr. Dyess answered questions from City Council. 13.
