the Speedy Stop No. 8 Addition, Block A,, Lot 1, LCAT 1791.9., located at 1900 Clarksville <br />Street. <br />Osei Amo-Mensah states the applicant Mr. Mehvan Bski is requesting a zoning in order <br />to construct and operate a tire and mechanic shop. This location at 1900 Clarksville was <br />previously a gas station and has been closed for several years. The site is appropriate for <br />the use type and staff is recommending approval. <br />The public hearing was declared open. Commissioners openly discussed concerns with <br />the property becoming an eye sore, grease/oil, tire stacking, and noise level. Amo- <br />Mensah states there are regulations to address those concerns as well as parking <br />requirements. Gary Savage spoke in favor of the petition stating this location is <br />strategically placed to accommodate a tire shop. Savage states this area is in need of <br />business as the site has been vacant many years. John House states he owns the adjacent <br />property and he is for the commercial development but has concerns with stacked tires <br />attracting mosquitoes. Robert Spain states he is concerned about the uses that commercial <br />zoning allows if this proposed developer moves away what can go there. Spain further <br />states General Retail use has been fine In this location. <br />A motion to approve the zoning change was made by Commissioner Chad Lindsey and <br />seconded by Commissioner Paula Portugal. Motion carried, 4 ayes — 2 nays with Larry <br />Walker and Robert Spain opposed. <br />6. Consideration of and action on the Preliminary Plat of the Trinity 323 Addition, Lot I <br />Block A, Part of LCAD 18812 and 18814, located in the 2 100 Block of FM 79. <br />Todd Mittge states the preliminary plat was mistakenly put on the agenda and advised this <br />will go straight to a replat. Adam Bolton states this will strike agenda item 6 . <br />7. Consideration of and action on the Final Plat of the Trinity 323 Addition, Lot 1, Block A, <br />Part of LCAD 18812 and 18814, located in the 2100 Block of FM 79. <br />Todd Mittge states this property has been platted before so this will be a replat in order to <br />build a baseball field. Staff recommends approval of a replat. <br />A motion to approve the replat was made by Commissioner Chad Lindsey and seconded <br />by Commissioner Robert Spain. Motion carried, 6 ayes — 0 nays. <br />8. Consideration of and action on the Preliminary Plat of the St. Paul Lutheran Church CB <br />235, Lot 1, Block X, LCAD 17773, located on the corner of 19th NW & Henderson. <br />Todd Mittge states the applicant requests approval of a Preliminary plat in order to build <br />commercial development. Staff recommends approval. <br />A motion to approve the preliminary plat was made by Commissioner Larry Walker and <br />seconded by Commissioner Eric Guillot. Motion carried, 6 ayes — 0 nays. <br />
