Regular Council Meeting <br />September 22, 2025 <br />Page 2 <br />Consent A Benda <br />Mayor Pankaj inquired of Council Members if they wished to pull any items from the <br />consent agenda for discussion. There being none, a Motion to approve the consent agenda was <br />made by Mayor Pro -Tem Savage and seconded by Council Member Norment. Motion carried, <br />5 ayes — 0 nays. <br />5. Approve minutes from the meetings of September 8, 2025, and September 9, 2025. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Tax Increment Reinvestment Zone (TIRZ) Board (8-14-2025) <br />b. Historic Preservation Commission (8-25-2025) <br />c. Main Street Advisory Board (8-12-2025) <br />d. Paris -Lamar County Board of Health (6-16-2025) <br />7. Receive July monthly report. <br />8. Approve a Utility Easement to Oncor Electric Delivery Company, LLC pertaining to the <br />Wastewater Treatment Plant property; and authorizing the Mayor to execute all necessary <br />documents. <br />9. Receive bids on the Belford Parking Lot Project and award a contract in the amount of <br />$120,595.53 to Ibex Concrete, LLC; and authorize the City Manager to execute all <br />necessary documents. <br />10. Approve RESOLUTION NO. 2025-043: authorizing the execution of an Agreement with <br />the Texas Department of Transportation (TxDOT) for the temporary closure of State <br />right-of-way in support of the 2025-2029 Festival of Pumpkins. <br />Regular A enda <br />11. Receive a Wastewater Treatment Plant Phase I and Phase II Improvements Projects <br />update from Garver Engineering. <br />Utilities Director Danny Rowell announced that Justin Rackley from Garver Engineering <br />would be giving them an update on this project. Mr. Rackley spoke about Phase I and II <br />construction timelines, citing the completion date was April 2026. <br />12. Ratify City Manager's execution of opioid settlement documents regarding national <br />settlements Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun and Zudus. <br />City Attorney Stephanie Harris explained that in order to participate in this settlement, <br />the City had to execute a participation form by October 8, 2025, and she inadvertently provided <br />Ms. Beverly with the participation form, and she had already executed the form. She asked City <br />Council to ratify the prior execution of the settlement participation form signed by Ms. Beverly. <br />
