Discuss and act on RESOLUTION NO. 2025-044: approving a residential tax abatement, <br />and economic development agreement with Alejandro and Nicole Cardoso as part of the <br />5 in 5 Housing Infill Redevelopment Program for property located at 358 W. Brame <br />Street. <br />Director of Planning & Community Development Osei Amo-Mensah said the <br />applicants applied for economic development and residential tax abatement agreement, and <br />that the proposed improvements met the criteria for the Program. <br />A Motion to approve this item was made by Council Member Norment and seconded <br />by Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays. <br />14. Discuss and act on approval of a Lamar County Water Supply District Water Main <br />Transfer Agreement to the City of Paris, for a 12 inch water main near David House <br />Jewelry at 42nd Street NE to 46th N.E.; and authorizing the Mayor to execute all necessary <br />documents. <br />City Engineer Todd Mittge explained that the Lamar County Water Supply District <br />approached the City about transferring rights to a 12 inch water main from near David Huse <br />Jewelry at 42nd Street NE and moving the City water meter to 46th N.E. <br />Following discussions, a Motion to approve this item was made by Mayor Pro -Tem <br />Savage and seconded by Council Member Putnam. Motion carried, 5 ayes — 0 nays. <br />15. Discuss and act on an Agreement with Richard Drake Construction in the amount of <br />$906,412.40 for the First Street SE Revitalization Project; and authorize the City <br />Manager to execute all necessary documents. <br />Mr. Mittge said the City of Paris received a grant (Grant Contract number is CDV23 - <br />0207) from the Texas Department of Agriculture for a CDB Grant to rebuild 1St Street S.E. He <br />also said the grant amount from CDBG funds was $500,000.00, and the City, the TIRZ Board, <br />and Chamber of Commerce had partnered to pay for the rest of the project. Mr. Mittge explained <br />the low base bid was from Richard Drake Construction in the amount of $685,113.40 and <br />alternate bids added up to $221,229.00 with a total bid of $906,412.40. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Putnam. Motion carried, 5 ayes — 0 nays. <br />16. Receive bids, award the bid, discuss and act on RESOLUTION NO. 2025-045: <br />approving an agreement for grant administrative services for FEMA Public Assistance <br />Hazard Mitigation Assistance Program Grant. <br />
