Regular Council Meeting September 22, 2025 Page 4 Mr. Mittge said the City had stormwater and flooding problems and staff was always looking for State or Federal funds to help in the efforts of prevention, damage assistance, and cleanup. He also said sometimes potential funding opportunities arose quickly, and the City needed to quickly engage professional services to apply and hopefully gain access to those funds. Mr. Mittge said one proactive step would be to have a grant administrator in place and that Ms. Beverly had issued Request for Proposals for grant administration. He reported the selection committee reviewed applications and was recommending GrantWorks of Austin. A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by Council Member Norment. Motion carried, 5 ayes — 0 nays. 17. Receive bids, award the bid, discuss and act on an agreement for engineering services to contract with a qualified engineering architect firm for FEMA Public Assistance Hazard Mitigation Assistance Program Grant. Mr. Mittge said this was a companion item to item 17. He also said Request for Qualifications were issued, the selection committee reviewed applications and recommended Tetra Tech for engineering services. He said they had extensive FEMA experience and were partnering with two Texas engineering firms for local support. A Motion to approve this item was made by Council Member Attebury and seconded by Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays. 18. Discuss and act on RESOLUTION NO. 2025-046: confirming the appointment of Steve Marriott as the Finance Director for the City of Paris. City Manager Rose Beverly said the City previously had been actively searching for a Finance Director since March of 2024 and received an application from Steve Marriott in July. She said staff recommended the appointment of Steve Marriott as the new Finance Director. A Motion to approve this item was made by Council Member Norment and seconded by Council Member Putnam. Motion carried, 5 ayes — 0 nays. 19. Discuss and act on RESOLUTION NO. 2025-047: confirming the appointment of Thomas Herndon III as the Airport Manager for the City of Paris. Ms. Beverly said airport manager Damon Anderson's last day was in April of this year and his last official day with the City was June 9th. She reported that Thomas Herndon III stepped in to guide the Airport through a difficult transition and was recommended him be appointed as the Airport Manager. A Motion to approve this item was made by Council Member Putnam and seconded by Mayor Pro -Tem Savage. Motion carried, 5 ayes — 0 nays. Mayor Pro -Tem Savage left the meeting at 6:21 p.m.
