Harris, City Attorney <br />SUBJECT: Agreement for Special Assessment Collector Services between the City of Paris <br />and TXGovSolutions, LLC for collection of assessments related to Forestbrook <br />Public Improvement District No. 1 <br />DATE: October 27, 2025 <br />BACKGROUND: On June 23, 2025, Council to passed a resolution approving a Preliminary <br />Service And Assessment Plan (the Preliminary SAP) for Forestbrook Public Improvement District <br />No. 1 (the PID) which includes the proposed Assessment Roll (the Proposed Assessment Roll). <br />The PID Act requires that a Service Plan cover a period of at least five years; define the annual <br />indebtedness and projected cost of the Authorized Improvements; and include a copy of the notice <br />form required by law. Since the execution by all parties of the Reimbursement Agreement, the <br />developer has determined for various reasons to proceed with a distinct area known as <br />Improvement Area #1 which is defined in the Preliminary SAP. Since that time, Council has <br />conducted a public hearing and passed an ordinance which approved the final SAP, which, as the <br />name implies, finalizes all the components of the Preliminary SAP including defining the annual <br />projected costs and indebtedness for the Authorized Improvements within the PID for the 5 year <br />period and set out how the Assessments for the properties within the PID will be calculated and <br />assessed. The ordinance also authorized the Assessments on the properties within the Boundaries <br />of the PID. The average amount of the Assessment per unit will be $2,469.63. <br />STATUS OF ISSUE: Ideally, the Assessments would be collected by Lamar County Appraisal <br />District and billed along with the owners' property taxes. We weren't able to get that in place for <br />the collection of the upcoming assessment, so P3, our PID administrator, has arranged for us to <br />contract with TXGovSolutions (Contractor) to collect for us this year while we work on an <br />agreement with LCAD going forward. All fees associated with this contract will be borne by the <br />PID. In reality, for this year, there is only one assessment, to be paid by the developer, because <br />homes have neither been built nor sold. <br />BUDGET: None. Expenses have been and will be borne by the developer and the PID. <br />
