Memorandum <br />Agenda Item No. 17 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Kenneth Wolfe on behalf of Stephen and Rebecca Showalter for a Comprehensive <br />Plan Amendment from Low Density Residential (LDR) to Retail (R) on LCAD <br />14044, Legal Description: City of Paris, Block 44, Lot 2, 650 Bonham Rd <br />MTG. DATE: October 27, 2025 <br />BACKGROUND: <br />On Monday, October 6, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the amendment to the Comprehensive Plan <br />application, where the Commission voted to recommend approval of the item above. <br />The applicant Kenneth Wolfe on behalf of Stephen and Rebecca Showalter is seeking an <br />amendment to the Comprehensive Plan, from Low Density Residential (LDR) portion of the lot to <br />Retail (R) for Future Land Use Map of the property. One -thirds of the lot to the north is guided by <br />Low Density Residential (LDR) on the Future Land Use Map. That is the request portion for <br />change to Retail. This will result in the Future Land Use Map for the lot to be all Retail (R). The <br />northern half portion of the lot is currently zoned General Retail District (GR), and the southern <br />half portion of the lot is currently zoned Commercial District (C) on LCAD 14044, Legal <br />Description: City of Paris, Block 44, Lot 2, 650 Bonham Rd. The property is currently a vacant <br />commercial building previously a Family Dollar. Furthermore, on this Agenda (Items 5) is a <br />zoning change request from General Retail District (GR) to Commercial District (C) that applies <br />to the same property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the southern portion of adjacent residential <br />zoning district to minimize incompatible uses between Residential and commercial use noise or <br />nuisance. <br />STATUS OF ISSUE: <br />There is an application for a zoning change at this site location from General Retail District (GR) <br />to Commercial (C), hence the reason for the request of an amendment to the Comprehensive Plan <br />
