Memorandum <br />Agenda Item No. 18 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of <br />Kenneth Wolfe on behalf of Stephen and Rebecca Showalter for a Zoning Change <br />from General Retail (GR) to Commercial (C) on LCAD 14044, Legal <br />Description: City of Paris, Block 44, Lot 2, 650 Bonham Rd. <br />MTG. DATE: October 27, 2025 <br />BACKGROUND: <br />On Monday, October 6, 2025, the City of Paris Planning & Zoning Commission held its regular <br />meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant Kenneth Wolfe on behalf of Stephen and Rebecca Showalter is seeking a Zoning <br />Change from a General Retail (GR) to Commercial (C) District. The lot is currently occupied by <br />a commercial building and zoned Single Family Dwelling District (SF -2), The northern half <br />portion of the lot is currently zoned General Retail District (GR), and the southern half portion of <br />the lot is currently zoned Commercial District (C) on LCAD 14044, Legal Description: City of <br />Paris, Block 44, Lot 2, 650 Bonham Rd. Furthermore, on this Agenda (Items 4) there is an <br />application to also amend the Future Land Use Map from Low Density Residential (LDR) to Retail <br />(R) of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the south and west portions of adjacent <br />residential zoning districts to minimize incompatible uses between residential and commercial <br />uses, probably due to noise or nuisance. <br />STATUS OF ISSUE: <br />The applicant's interest is to rezone the entire property to Commercial use. The northern portion <br />of the lot is currently zoned General Retail that contains the building. The southern portion is zoned <br />commercial and contains the parking lot. The proposed uses for the building will be more suitable <br />for commercial zoning. Therefore, the applicant is requesting for a zoning change at this site <br />
