MINUTES OF THE CITY COUNCIL WORKSHOP MEETING <br />OF THE CITY OF PARIS, TEXAS <br />October 9, 2025 <br />The City Council of the City ofParis met for a special meeting at 12:00 p.m. on Thursday, <br />October 9, 2025, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Rebecca Norment, Alix Putnam, Mickey Ellis, and <br />Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Janice Ellis, City <br />Clerk; Stephanie Harris, City Attorney; and Cheri <br />Bedford, Main Street Coordinator <br />Absent: Council Member: Shatara Moore <br />O penin g A enda <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 12:00 p.m. <br />2. Discuss PJC land purchase. <br />Mayor Pankaj said City Council had recently discussed purchasing a parcel of land from <br />PJC which connected to a City park. He informed the Council that the City got an appraisal of <br />the land, and it was a reasonable rate per acre. He said subsequently, PJC got an additional <br />appraisal, and it was significantly higher. Mayor Pankaj said the he, Mayor Pro -Tem Savage <br />and City Manager Rose Beverly met with Dr. Benson and let him know of the City's interest in <br />purchasing the parcel of land, but they were frustrated with the second appraisal being so high. <br />He said they told Dr. Benson that the City was getting a third appraisal so that they could <br />determine the value. Mayor Pankaj informed everyone that the Council was willing to meet with <br />PJC in executive session to discuss this at their next board meeting, and hopefully, they would <br />have the third appraisal by then. <br />Council Member Putnam said this facility could be shared with schools and she <br />envisioned a complex for multi -use, including concerts. Mayor Pankaj favored this idea and said <br />there were many options. City Manager Rose Beverly emphasized that anytime land around the <br />most used park became available, it was a good idea to get it in the hands of the City. She said <br />even if the City did not need it right now, it would be needed. Mayor Pro -Tem Savage said in <br />the meeting with PJC, it was clear that PJC needed money. He also said he thought the third <br />appraisal would make the difference and the City would then be able to determine if it was <br />feasible. Mayor Pankaj said he knew they wanted to hear from the community. Ms. Beverly <br />explained that everything they do to make the City better, benefitted all entities. Mayor Pro- <br />
