Tem Savage said the Board of Regents were home grown and felt like they wanted to do what <br />was best for Paris. <br />3. Discuss consulting services for downtown plan. <br />Main Street Coordinator Cheri Bedford said a vision of Downtown Paris was created by <br />the Toole Design Group in 2019 and since that time Chris Lambka and Associates drafted a <br />scope of services for the Vision Paris Guide to build on the foundational vision of 2019. Ms. <br />Bedford reviewed the scope of services with Council and the proposed schedule. There was a <br />brief discussion about two way traffic downtown, and Mayor Pro -Tern Savage said he would <br />like a discussion with TxDOT. <br />4. Discuss downtown parking. <br />Ms. Beverly said the current ordinance calls for two hour parking and this had been a hot <br />topic in downtown. She said she had been taking suggestions and hopes to get guidance from <br />Council on this subject. Ms. Beverly said there were complaints about employees taking retail <br />parking for customers and some store owners did not want to park far away. <br />Council Member Norment suggested designating retail parking, long term parking and <br />residential parking. Mayor Pankaj inquired about checking into QR codes to park and that the <br />funds collected would go to downtown for the benefit of downtown. Ms. Beverly said they could <br />make premium parking paid places. Mayor Pro -Tem Savage said in Hot Springs they charge <br />people who park in a space over an allotted time. Ms. Beverly said they could bring something <br />to another workshop or a council meeting. Mayor Pro -Tem Savage asked that Staff find out if <br />there were any issues with parking in downtown Sulphur Springs. Council Member Norment <br />said she would like to see it sooner rather than later. Ms. Beverly said she wanted to put together <br />a working group and would bring something back to Council. <br />5. Receive presentation from Council Member Putnam about relocation of the Eiffel Tower. <br />Council Member Putnam presented City Council with a slide show depicting reasons to <br />relocate the Eiffel Tower, citing no retail around the Civic Center, facts about the original Eiffel <br />Tower including being a popular tourist attraction in the world and one of the most visited tourist <br />attractions in the world. Council Member Putnam gave the history of the Eiffel Tower which <br />was erected in Paris, Texas in 1995 and in 1998 a red cowboy hat was added. She reviewed <br />information from the Placer Report stating that in 2025, 69.5 thousand tourists were projected to <br />visit the City's Tower. Council Member Putnam proposed a site for the Tower to be moved to <br />a park north of the courthouse. Mayor Pankaj said they would want the landscape to keep with <br />the integrity and not want visitors to see broken windows and falling down buildings when taking <br />pictures. City Council discussed parking. It was a consensus of City Council to move forward <br />with exploring the relocation of the Tower to the park. Council Member Putnam said if good <br />with everyone, she would present this to the Commissioners' Court. Mayor Pro -Tem Savage <br />said this would help revitalize the area. Council Member Putnam said they could talk to their <br />constituents. Council Member Norment emphasized momentum of taking care of the eye sore <br />south of the site. <br />
