Discuss and act on a contract with Claro Enterprise Solution in the amount of $127,128.41 for professional services related to the implementation of the City's 311 Platform. Mr. Arrieta said the City identified the need to implement a 311 platform to enhance citizen engagement and improve service delivery across departments. He said the platform would provide residents with a centralized system to submit service requests, track progress, and access information in a more efficient and transparent manner. Mr. Arrieta explained that the 311 solution required professional services from a qualified vendor with experience in municipal platforms and citizen service management. A Motion to approve this item was made by Council Member Putnam and seconded by Council Member Norment. Motion carried, 6 ayes — 0 nays. 25. Convene into executive session pursuant to: A. Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1), as follows: Project Star Anchor. B. Section 551.072 of the Texas Government Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person. C. Section 551.074 of the Texas Government Code to deliberate the appointment employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee. Mayor Pankaj convened City Council into executive session at 6:31 p.m. 26. Convene into open session and possibly take action on those matters discussed in executive session. Mayor Pankaj reconvened City Council into open session at 7:41 p.m. A Motion to approve PEDC's purchase of the 63.12 acres on the southeast loop from Paris Jr. College was made by Council Member Norment and seconded by Mayor Pro -Tem Savage.
