With no one speaking, Mayor Pankaj closed the public hearing. <br />A Motion to approve this item was made by Council Member Norment and seconded by <br />Council Member Attebury. Motion carried, 6 ayes — 0 nays. <br />20. Receive a presentation about the proposed Belle Vue Housing Development. <br />Stephen Smith representing Belle Vue gave a presentation regarding a possible housing <br />development. Patrick Boerne, PID consultant, stated they would like to come back to the <br />Council next month regarding consideration of a PID. <br />21. Receive a presentation from Connie Lawman about the Paris Public Library. <br />Library Director Connie Lawman reviewed ongoing programs, passive programs, pop- <br />up programs, SWAPS and announced that from 2021 to 2024 the library had an additional 10,000 <br />people come to the Library because of the programs. <br />22. Discuss and act on ORDINANCE NO. 2025-022: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS AUTHORIZING AND DIRECTING <br />THE DIRECTOR OF FINANCE TO TRANSFER UNENCUMBERED FUNDS FROM <br />VARIOUS DEPARTMENTS OR RESERVES TO OTHER DEPARTMENTS WHICH <br />ARE EXPECTED TO OVER -EXPEND THEIR ORIGINAL BUDGET <br />APPROPRIATIONS; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE; A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Interim Finance Director Gene Anderson said this was the year end "housekeeping" <br />ordinance, which increased certain general fund departmental budgets to cover expenditures. He <br />also said these increases were mostly offset by decreasing other general fund departmental <br />budgets which have an appropriation surplus. He reported that however, the 2024-25 budget <br />was increasing by $218,656.00 to cover the anticipated expenses. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Norment. Motion carried, 6 ayes — 0 nays. <br />23. Discuss and act on a contract with Sterling in the amount of $154,084.73 for professional <br />services and equipment related to the renewal of the City's Dell infrastructure and the <br />implementation of the Police Department's Disaster Recovery Plan. <br />IT Manager Celso Arrieta explained the existing Dell server infrastructure would be out of <br />support as of October 2026. He said after evaluation, staff recommended moving forward with <br />Sterling to provide the required equipment and professional services for implementation. <br />
