� • r <br />TO: Mayor, Mayor Pro -Tem & City Council <br />FROM: Rose Beverly, City Manager <br />SUBJECT: APPROVE ANNUAL LETTER OF AGREEMENT WITH NEWGEN STRATEGIES <br />FOR WATER & WASTEWATER COST OF SERVICE (COS) STUDY <br />DATE: November 10, 2025 <br />BACKGROUND: Since the early 1980's, the City of Paris has been entering into an annual <br />agreement with NewGen Strategies & Solutions to provide services to the City in performing <br />the City's contractually required water and wastewater cost of service study. <br />STATUS OF ISSUE: This agreement is for the 2026 Water & Wastewater Cost of Service Study, <br />and the services are outlined in the attached agreement. The services outlined in the attached <br />letter of agreement. <br />BUDGET: The estimated cost of services is $36,500.00. <br />RECOMMENDATION: Approve the annual Letter of Agreement with NewGen Strategies. <br />
