Item No. 17 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem & City Council <br />FROM: Todd Mittge, City Engineer <br />Rose Beverly, City Manager <br />SUBJECT: Engineering Professional Services Selection — FEMA Public Assistance / <br />Hazard Mitigation Assistance Program Funding Support - Tetra Tech <br />DATE: September 22, 2025 <br />BACKGROUND: <br />The City of Paris has stormwater and flooding problems and is always looking for State or Federal <br />funds to help in the efforts of prevention, damage assistance, and cleanup. Sometimes potential <br />funding opportunities arise quickly, and the city needs to be able to act quickly with professional <br />services to apply and hopefully gain access to those funds. In an effort to be proactive, the City <br />Manager Rose Beverly has issued an all-encompassing "Requeste For Qualifications" (RFQ) to <br />engineering service providers to be at the ready if and when FEMA funding opportunities arise. <br />Using this RFQ, once a funding opportunity is identified, the City can immediately work out a <br />contract with the chosen engineering service provider. This will be good for 5 years. <br />The City Manager advertised for Request for Qualifications from engineering firms all over Texas <br />in the Paris News on July 29, 2025, for Engineering Firms to send Qualifications by August 11, <br />2025. The City received responses from five qualified firms by the deadline. <br />STATUS OF ISSUE: <br />The selection committee reviewed applications and recommends Tetra Tech from Maitland, FL. <br />They have extensive FEMA experience and are partnering with two Texas engineering firms for <br />local support. Halff Engineers out of Dallas, and Hayter Engineering out of Paris. Both of these <br />local firms are well qualified in their own right to carry out this work, but a partnership with all 3 <br />provide even greater coverage and potential for success when opportunities arise. <br />
