Memorandum <br />Agenda Item No. 13 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Brian <br />Evans- Brew Crew 2, LLC on behalf of Gwen Tomlin Garrison for a <br />Comprehensive Plan Amendment from Low Density Residential (LDR) to Retail <br />(R) on LCAD 21121. Legal Description: City of Paris, Block 313, Lot 7, 3870 <br />Lamar Ave. <br />MTG. DATE: November 10, 2025 <br />BACKGROUND: <br />On Monday, November 3, 2025, the City of Paris Planning & Zoning Commission held its <br />regular meeting and there was an extensive deliberation on the amendment to the Comprehensive <br />Plan application, where the Commission voted to recommend approval of the item above. <br />The applicant Brian Evans- Brew Crew 2, LLC on behalf of Gwen Tomlin Garrison is seeking an <br />amendment to the Comprehensive Plan, from Low Density Residential (LDR) to Retail (R) for <br />Future Land Use Map of the property. One-half of the lot to the south is guided by Low Density <br />Residential (LDR) on the Future Land Use Map. Should this application be approved, this will <br />result in the Future Land Use Map for the lot to be all Retail (R). The lot is currently zoned <br />Agriculture (A) District, on LCAD 21121, Legal Description: City of Paris, Block 313, Lot 7, 3870 <br />Lamar Avenue. The land used on the property is currently a single-family dwelling and storage <br />structures. Furthermore, on this Agenda there is a zoning change request from Agricultural (A) to <br />Commercial (C) that applies to the same property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate buffer must be provided to the southern portion of adjacent residential <br />zoning district to minimize incompatible uses between Residential and commercial use noise or <br />nuisance. <br />STATUS .OF ISSUE: <br />There is an application for a zoning change at this site location from Agricultural (A) to <br />Commercial (C), hence the reason for the request for an amendment to the Comprehensive Plan <br />from a Low Density Residential (LDR) to provide for a Retail (R) for the Future Land Use Map. <br />Whereas the Future Land Use Map for the area and property is guided by retail, the zoning <br />
