Memorandum <br />Agenda Item No. 15 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />City Manager, Rose Beverly <br />FROM: Osei Amo-Mensah, Director Planning and Community Development <br />SUBJECT: Conduct a public hearing to consider and take action regarding the petition of Trava <br />Drake on behalf of Kil Cha Choe Shirley for a Zoning Change from Planned <br />Development (PD) to General Retail (GR) on LCAD 19800. Legal Description: <br />Springlake Addition, Block 8, LOT PT 1, 267 NE 28th St. <br />MTG. DATE: November 10, 2025 <br />BACKGROUND: <br />On Monday, November 3, 2025, the City of Paris Planning & Zoning Commission held its <br />regular meeting and there was an extensive deliberation on the zoning change petition, where the <br />Commission voted to recommend approval of the item above. <br />The applicant Trava Drake on behalf of Kil Cha Choe is seeking a Zoning Change from a Planned <br />Development (PD) to General Retail (GR). The lot is currently vacant. On October 6, 2025, <br />applicant applied for the same zoning change on adjoining lot to the south with LCAD # 19801 to <br />help expand the proposed three (3) retail stores development that may have two entrances. The <br />property is a through lot which means that there are streets on both ends of the property, being <br />Collegiate Drive and 28th Street. The Legal Description being: Springlake Addition, Block 8, LOT <br />PT 1, 267 NE 28th St. Furthermore, the Future Land Use Map for this lot is guided by Retail (R) <br />hence there is no need for a Comprehensive Plan Amendment of the said property. <br />Access and connection to utilities are available at this location. Commercial development in this <br />location will provide conformity and will serve the immediate and long-term needs of the vicinity. <br />However, an appropriate measure must be provided to the south portions of adjacent residential <br />zoning districts to minimize incompatible uses between residential and retail uses, probably due <br />to noise or nuisance. <br />STATUSOF ISSUE: <br />Applicant's interest is to rezone the property for retail use. The request for zoning change at this <br />site location from a Planned Development (PD) to General Retail (GR) will be compatible with <br />the current zoning in surrounding areas. Moreover, the Future Land Use Map indicates that the <br />property and surrounding areas are guided by Retail (R). This situation will conform to the current <br />zoning and surrounding areas are zoned General Retail (GR). It is therefore appropriate to rezone <br />the property to General Retail (GR) now. Nevertheless, it is hopefiil that more of the future land <br />
