Proprietary funds provide the same type of information as the government -wide financial statements, only in more detail. <br />The proprietary fund used by the City of Paris is considered a major fund. <br />The basic proprietary fund financial statements can be found beginning with Statement 7 and continuing through Statement 9 <br />of this report. <br />Fiduciary Funds <br />The City of Paris is the trustee, or fiduciary, for certain amounts held on behalf of other entities. All of the City's <br />fiduciary activities are reported in a separate Statement of Fiduciary Net Position. The activity of this fund is excluded <br />from the City's other financial statements because the City cannot use these assets to finance its operations. The City <br />is responsible for ensuring that the assets reported in this fund are used for their intended purpose. <br />The basic fiduciary fund financial statements can be found in Statements 10 and 11 of this report. <br />Notes to the Financial Statements <br />The notes provide additional information that is essential to a full understanding of the data provided in the <br />government -wide and fund financial statements. The notes to the financial statements can be found immediately after <br />the Statement of Changes in Net Position — Fiduciary Funds in this report. <br />Other Information <br />In addition to the basic financial statements and accompanying notes, this report also presents certain required <br />supplementary information concerning the City of Paris' progress in funding its obligation to provide pension and <br />other post -employment benefits to its employees. Required supplementary information can be found immediately <br />following the Notes to the Financial Statements. <br />Combining and individual fund statements and schedules can be found immediately after the required supplementary <br />information in this report. <br />Government -Wide Financial Analysis <br />As noted earlier, net position may serve over time as a useful indicator of a government's financial position. In the <br />case of the City of Paris, assets exceeded liabilities by $118,036,312 at the close of the most recent fiscal year. This <br />compares to $103,407,459 for the previous year. This was a 14.14% increase in net position. <br />By far, the largest portion of the City of Paris' net position falls in the unrestricted category ($87,854,453 or 74.43%) <br />and may be used to meet the government's ongoing obligations to citizens and creditors. Net investment in capital <br />assets ($21,876,862 or 18.53%) is the next largest portion of net position and is used by the City of Paris to provide <br />services to citizens and is not available for future spending.
