Discuss, conduct a public hearing and act on ORDINANCE NO. 2025-023: AN <br />ORDINANCE OF THE CITY COUNCIL OF CITY OF PARIS, TEXAS, APPROVING <br />AND ADOPTING AMENDMENTS TO THE COMPREHENSIVE PLAN AND <br />FUTURE LAND USE MAP FOR THE CITY OF PARIS FROM LOW DENSITY <br />RESIDENTIAL (LDR) TO RETAIL (R) FOR CITY OF PARIS BLOCK 313, LOT 7, <br />LCAD PARCEL NO. 21121. <br />City Planner Osei Amo-Mensah explained that applicant was seeking an amendment to <br />the Comprehensive Plan from Low Density Residential to Retail for the Future Land Use Map <br />of the property. He said the Planning and Zoning Commission unanimously approved this item <br />and staff recommended approval as well. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />Mayor Pro -Tem Savage inquired about the business being by the red light and the effect <br />on traffic. City Engineer Todd Mittge said TxDOT would look at that and determine the best <br />way to set it up. He said there would be some signal modifications. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Attebury. Motion carried, b ayes — 0 nays. <br />14. Discuss, conduct a public hearing and act on ORDINANCE NO. 2025-024: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED TO CHANGE THE ZONING FOR THE CITY OF <br />PARIS BLOCK 313, LOT 7, LCAD PARCEL NO. 21121, LOCATED AT 3870 <br />LAMAR AVE., FROM AN AGRICULTURAL DISTRICT (A) TO A COMMERCIAL <br />DISTRICT (C); PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, <br />A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Amo-Mensah explained that applicant was seeking a zoning change from Agriculture <br />to Commercial and that the applicant planned to construct a 510 SF prefabricated drive through <br />coffee shop with a 280 SF remote cooler/storage structure, canopies, dumpster enclosure and <br />associate site improvements. He said the Planning and Zoning Commission unanimously <br />approved this item and staff recommended approval as well. <br />
