Regular Council Meeting <br />November 10, 2025 <br />Page 5 <br />Council Member Putnam inquired if any of the other projects would be required to have a <br />stormwater retention pond, and Mr. Mittge said Huey's Coffee would have a retention pond. <br />Mayor Pro -Tem Savage confirmed with Mr. Mittge that these types of requirements were long <br />term savings to the City. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Ellis. Motion carried, 6 ayes — 0 nays. <br />17. Receive a presentation about the US 82 West Paris entrance illumination project, discuss, <br />and possibly take action. <br />Mr. Mittge said the City explores every option to highlight its beauty, history and <br />presence in NE Texas. He also said the City had recently discussed with TxDOT, the possibility <br />of installing illumination along Bonham Street from the Loop eastward toward 7th Street NW to <br />brighten up one of the entrances to the City. Mr. Mittge reported that TxDOT was going to <br />resurface Bonham Street in the next year or two, and this project could possibly be included in <br />that if the City wanted to participate in the project. He said the project from Loop 286 to 25th <br />NW was estimated to cost $446,250.00 and the project from Loop 286 to 7th NW was estimated <br />to cost $940,350.00. Mr. Mittge said that funding of either of these options could be considered <br />in the next budget year, FY 26/27. <br />Ms. Beverly and Mr. Mittge answered questions from City Council. City Council <br />discussed the possibility of moving forward and different options. Ms. Beverly reminded City <br />Council that they still had the $400,000.00 from the solar farm. Council Member Putnam <br />inquired how this would fit into next year's budget with all that they had going on. After further <br />discussion, Mayor Pro -Tem Savage said he favored having a workshop and looking at all the <br />projects then prioritizing those projects prior to making a decision. <br />Mayor Pankaj favored up to 7th NW and then if they had to pull back, they could do so. <br />Mayor Pro -Tem Savage inquired if they voted on this tonight were they bound. City Attorney <br />Stephanie Harris said it was informal and non-binding. <br />A Motion to approve the illumination project for Loop 286 to 7th NW was made by <br />Council Member Putnam and seconded by Council Member Ellis. Motion carried, 6 ayes — 0 <br />nays. <br />18. Convene into executive session pursuant to Section 551.072 of the Texas Government <br />Code, to deliberate the purchase, exchange, lease, or value of real property if deliberation <br />in an open meeting would have a detrimental effect on the position of the governmental <br />body in negotiations with a third person. <br />Mayor Pankaj convened City Council into executive session at 6:12 p.m. <br />19. Convene into open session and possibly take action on those matters discussed in <br />executive session. <br />
