MINUTES OF THE CITY COUNCIL WORKSHOP MEETING <br />OF THE CITY OF PARIS, TEXAS <br />November 13, 2025 <br />The City Council of the City of Paris met for a special meeting at 12:00 p.m. on Thursday, <br />November 13, 2025, at the City Council Chamber, 107 Kaufman Street, Paris, Texas. <br />Present: Mayor: Mihir Pankaj <br />Mayor Pro -Tem: Gary Savage <br />Council Members: Shatara Moore, Rebecca Norment (via facetime), <br />Alix Putnam, Mickey Ellis, and Tracy Attebury <br />City Staff: Rose Beverly, City Manager; Janice Ellis, City <br />Clerk; Stephanie Harris, City Attorney; Steve <br />Marriott, Finance Director; Michel Sorrell, Interim <br />Finance Director <br />O ening. A enda <br />1. Call meeting to order. <br />Mayor Pankaj called the meeting to order at 12:02 p.m. <br />2. Discuss Forestbrook TIRZ. <br />City Manager Rose Beverly explained they were approaching the deadline for creating <br />the recently requested TIRZ. <br />Project Manager Nathan Spaulding outlined the process of where Forestbrook was today <br />and said it started at least three years ago. He said the original plan included a thoroughfare and <br />they were no longer going to purchase the PJC property. Mr. Spaulding said with creation of a <br />TIRZ, they could reimburse the developer and investors for a portion of the thoroughfare. He <br />said what the City was currently collecting in taxes, they could keep and would be giving away <br />only the revenue from the new investment in the TIRZ. <br />City Attorney Stephanie Harris advised that they needed to talk about what Mr. Spaulding <br />wanted to get done in December because she was not comfortable with where they were at. She <br />said she had just gotten the development agreement from him and had not had time to go through <br />it. Ms. Harris explained the timeline was really short and they might be able to get an agreement <br />done in January with the creation of the TIRZ in December, but that would depend on the <br />information the City received. <br />Council Member Norment inquired the length of the TIRZ and Mr. Spaulding said it <br />would be for 30 years. Ms. Harris said once the obligation had been paid, they could dissolve <br />the TIRZ. Mayor Pro -Tem Savage wanted to know if the TIRZ could be dissolved should a <br />development agreement not be reached. He said they needed to know this information before <br />they created a TIRZ. Ms. Harris said she would research this and had a lot of work to do. <br />
