Special Meeting <br />November 13, 2025 <br />Page 2 <br />Discuss Homeless Ordinances. <br />Ms. Beverly said staff was not ready to discuss this item and asked that it be continued <br />to the next workshop. City Clerk Janice Ellis said she prematurely placed it on the agenda. <br />4. Discuss "no littering signage." <br />Ms. Beverly asked for direction on this item. Mayor Pankaj said people were littering all <br />over the place and asked if Staff could reach out to TxDOT to get no littering signs erected <br />pursuant to City Ordinance. Ms. Beverly said she would get with the Police Department and <br />Public Works to figure out where to strategically place the signs. Mayor Pro -Tem Savage said <br />M.A. Smith talked about identifying areas and placing cameras in certain areas. Mayor Pankaj <br />said the no littering ordinance needed to be enforced. Ms. Beverly said in order to enforce the <br />Ordinance, the Police have to see it but that the City would start campaigns. <br />5. Discuss financial balances of the City. <br />Ms. Beverly provided a handout to the City Council entitled "City of Paris Funds" (see <br />attachment A). Ms. Beverly said there were a lot of misconceptions going around about the <br />amount of funds the City had on deposit, and what was being said was not true. She reported <br />the facts about the City's funds on deposit, she outlined 88 items, which included the balances, <br />the payments due, donations tagged for certain projects, and restricted use. Ms. Beverly <br />estimated that the City would be going into three or four million of the City's seven million <br />dollar reserves to fund operations which would negatively impact the City. She emphasized this <br />was not as a result of decisions made by the current City Council nor current management staff. <br />Ms. Beverly reported that with the situation of EMS and not being able to hire and retain <br />paramedics, the City was going to lose revenue this year. She said year after year the City had <br />cut the tax rate while expenses continued to go up. She also said Paris was competing with the <br />metroplex and they were taking the City's employees. She further said that those cities had a <br />higher tax base. She explained that the City was unable to fund projects such as street repairs <br />and provide services if the City did not have the money to do so. <br />Council Member Attebury confirmed with Ms. Beverly that the solution was to raise the <br />tax rate. Mayor Pankaj said if people could see where the tax dollars were being used in the <br />community, he felt they would understand the necessity. Ms. Beverly said $.20 would not be <br />enough, and that she was waiting on data. She said she was not sure what they could ask for but <br />would let them know once she learned that information. <br />6.
