CITY OF PARIS FUNDS <br />1. General Fund- (Mixture of restricted use and available funds.) This fund is the <br />primary operating fund for non-utility activity. The City has a cash reserves policy <br />originally adopted 3-11-2013. The policy requires the City to maintain a minimum <br />cash balance equal to four months of the current General Fund budget. The City <br />2025-26 General Fund budget is $37,616,125 making the reserve requirement <br />$12,538,708. Status of General Fund as of 8-31-2025: <br />Cash & Investments $24,398,313 <br />Less reserve -12,538,708 <br />Less budgeted exp. -5,574,855 <br />Plus budgeted rev. 792,692 <br />Available $7,077,442 <br />The City's lowest General Fund cash balance is normally in November. The State <br />election in November will delay the mailing of tax statements. It is possible that <br />December will be the lowest cash balance in 2025. The balance will certainly be <br />lower than the available amount shown above. <br />2. Economic Development Fund- (Restricted use.)- Not a City fund, but the City keeps <br />the books for Paris Economic Development Corporation per their Council approved <br />by laws. <br />3. Cox Field Airport Fund- (Restricted use.) This fund is the operating fund for the <br />airport. While the goal is for the airport to pay for itself, it is sometimes necessary for <br />the General Fund to supplement the Airport Fund. Airport funding can only be spent <br />on the airport. 8-31-25 balance is -$55,100. <br />4. American Rescue Plan Act- (Restricted use.) Not active. <br />5. Coronavirus Relief Fund- (Restricted use.) Not active. <br />6. Tax & Rev CO 2021 Construction Fund- Not active. <br />7. Evidence Fund- (Restricted use.) This money was seized by the Police Department <br />and will be held until judicial action determines its fate. 8-31-25 balance is <br />$4,148.88. <br />8. Housing Foundation Fund- (Restricted use.) This money is used to build housing for <br />qualified low-income citizens. Funded by donations. 8-31-25 balance is $2,158.01. <br />9. Paris Pickleball Project Fund- (Restricted use.) This money was used to build <br />pickleball courts near the civic center. Money came from donations given to the <br />local pickleball group. 8-31-25 balance is $2,550.39. <br />10. Water & Sewer Fund- (Restricted use.) This fund is the operating fund for utility <br />activity. It is the City's only enterprise fund and only utility expenses can be paid <br />from this fund. Revenue comes primarily from water sales and sewer treatment. <br />0 r � <br />
