MINUTES OF THE REGULAR MEETING FOR <br />TAX INCREMENT REINVESTMENT ZONE (TIRZ) BOARD <br />PARIS, TEXAS <br />CITY COUNCIL CHAMBER, 107 E. KAUFMAN ST, PARIS TEXAS <br />THURSDAY, OCTOBER 9, 2025 <br />4:00 O'CLOCK P.M. <br />Members present: Cody Head, Chairman; Miles Mathieu, Vice -Chairman; <br />Reeves Hayter and Pam Norwood <br />Members absent: Maureen Hammond, Dillon Cecil, and Brad Archer <br />City Staff. Rose Beverly, City Manager; Emily Secrest, Government <br />Analyst; Stephanie Harris, City Attorney; Skylar Unger, <br />Deputy City Clerk, and Cheri Bedford, Main Street <br />Coordinator <br />1, Call meeting to order. <br />Chairman Head called the meeting to order at 4:00 P.M. <br />2. Citizens' input. <br />No one came forward during citizens' input. <br />3. Approve minutes from the Meeting on September 11, 2025. <br />A Motion to approve the Minutes was made by Vice -Chairman Mathieu and seconded by <br />Mr. Hayter. Motion carried, 4 ayes — 0 nays. <br />4. Receive update regarding the I st Street Renovation Project. <br />City Manager Rose Beverly reported that Richard Drake Construction was awarded the <br />project bid and is scheduled to begin construction soon, with completion expected in December. <br />5. Receive update regarding the Toole Plan and Chris Lambka and Associates. <br />Main Street Coordinator Cheri Bedford reviewed the draft Scope of Services submitted <br />by Chris Lambka and Associates. The proposal includes the following five tasks: <br />1. Project Management <br />2. Existing Plan Review, Existing Conditions Review, and Data Collection <br />3. TxDOT Coordination <br />4. Vision Paris Guide, which encompasses: <br />o Two -Way Restoration <br />o Paris Town Square <br />o Parking <br />o Market Square <br />o Streetscape Elements <br />Page I of 2 <br />
