5. Phasing and Implementation <br />Ms. Bedford stated that the estimated fees total approximately $48,520.00. The complete Scope <br />of Services is attached and referenced as "Exhibit A". <br />6. Discuss and possibly act on a Resolution recommending that City Council pass an <br />Ordinance removing Sub -Zone 4 from the boundaries of the TIRZ Zone. <br />City Attorney Stephanie Harris stated that a public hearing would be required to remove <br />sub -zone 4, and that it could go to City Council at the November meeting. <br />Following further discussion, a Motion to recommend City Council pass an Ordinance removing <br />Sub -Zone 4 from the boundaries of the TIRZ Zone was made by Vice -Chairman Mathieu and <br />seconded by Ms. Norwood. Motion carried, 4 ayes — 0 nays. <br />7. Receive update regarding the Financial Projection Tool and matters relating to updating <br />the tool. <br />Vice -Chairman Mathieu thanked Ms. Harris for her assistance and reported that Joe from <br />Forked Pine Consultants had provided an updated version of the Projection Tool, which now <br />includes the 2024 data. Mr. Mathieu reviewed the differences in the updated document and asked <br />Ms. Beverly whether the balance reflected both the collection of 2024 revenue and the $ 100,000.00 <br />payment to the 1st Street Renovation Project. Ms. Beverly stated that she would consult with the <br />Finance Department to confirm. Mr. Mathieu also inquired about the possibility of increasing the <br />current percentage rate of 3.85%. Chairman Head thanked Mr. Mathieu and Mr. Hayter for their <br />efforts on this item. <br />8.
