Paris Public Library Advisory Board
Meeting Minutes
November 19th, 2025
I. Call to Order: The regular meeting of the Paris Public Library Advisory Board was
called to order by Chairman Steve Hellmann at 5:00 p.m. Board members
present were Steve Hellmann, Eva Dickey, Myers Hurt, Abigail Frank, Dee
Hawkes, and Jennifer Cullum. Also in attendance was Library Director Connie
Lawman, Mayor of Paris, Mark Pankaj, and City Manager, Rose Beverly.
II. Citizens Forum: No citizens addressed the forum.
III. Approval: The minutes of the October 22, 2025, meeting were approved with no
corrections. Dee made the motion, with Abigail adding the 2"d
IV. New Business: Strategic Planning: Connie notified the board that the Strategic
Plan (SP) is an edit in progress, and it should be an ever-changing document. All
people at the board meeting spoke for 30 minutes regarding the SP.
Steve stated that the intention was to do a quarterly review of the SP, to make
sure that it reflects what is happening. Some ideas that Steve noted that he
would like captured on the SP are the big picture details and what needs to be
done to reach those goals. Connie responded, stating that she has gone through
all of the SP and she wants to clarify that the SP is different than Capital
Projects, so it's not a good idea for the two to exist on one page.
Rose Beverly added that it is difficult to track progress when the projects are for
different aspects of how the library is managed on a day-to-day aspect.
Investments that cost over $30,000 are different than investments such as the
Library of Things, which are much easier goals to hit, versus something that
requires a lot of money.
Steve responded, stating that he continues to remind the board of the priorities
put forth in the SP because he wants to move the library forward with being able
to do big things. If the library only shows small, manageable things, a lot of tasks
will be accomplished but he is concerned that the organization will get hung up
on not being able to work toward accomplishing bigger goals. Connie
responded, stating that she feels like the library accomplishes big things all the
time.
