2.Executive Summary <br />The City of Paris 2025 Strategic Plan sets a clear direction for the community's next chapter -one <br />grounded in shared purpose, measurable action, and unified leadership. It represents months of <br />collaboration among the City Council, staff, and community stakeholders to establish a plan that is both <br />visionary and practical. <br />Purpose and Structure <br />The plan's purpose is to align the City's daily operations with its long-term aspirations and to ensure that <br />every decision and investment reflects the City's mission: <br />"To serve with professionalism and integrity, promote a safe and prosperous comm unity for all citizens, <br />and provide efficient and effective services for an excellent quality of life. " <br />To achieve this, the City transitioned from its prior "Goals and Activities" format to a more enduring and <br />flexible framework of Strategic Outcomes and Key Activities. <br />• Strategic Outcomes define the why—the broad, long-term aspirations that will remain constant over <br />five to ten years. <br />• Key Activities define the how—the major initiatives, projects, and policies the City will pursue over <br />one to five years to fulfill each Outcome. <br />
