The Planning Journey <br />The Strategic Plan was developed through an an inclusive, evidence -based process: <br />01 <br />A City Council workshop assessed the <br />effectiveness of the prior plan and established the <br />foundation for new Strategic Outcomes. <br />02 <br />Department directors engaged in a Key Activities <br />Workshop to define actionable projects and <br />measurable targets that support Council's priorities. <br />03 04 <br />Stakeholder interviews with business leaders, <br />educators, developers, and civic organizations <br />identified opportunities and barriers in housing, <br />economic growth, and permitting efficiency. <br />Work sessions and analysis synthesized input <br />into a unified roadmap with accountability, <br />timelines, and metrics for progress. <br />This process produced a plan that integrates Council's strategic vision with operational realities, ensuring <br />that high-level goals are matched with achievable steps and measurable outcomes. <br />
