Strategic Outcomes A closer look at the pillars guiding our future. Strategic Outcomes: A Framework for Long - Term Progress The Strategic Outcomes are the foundation of the City of Paris 2025 Strategic Plan. They define where the Cityis going—the enduring priorities that will guide decisions, investments, and performance across all departments for the next five to ten years. Each Outcome reflects one dimension of the City's mission to "serve with professionalism and integrity, promote a safe and prosperous community for all citizens, and provide efficient and effective services for an excellent quality of life. " How the Strategic Outcomes Were Defined The process to develop these Outcomes began with a City Council Strategic Planning Workshop in April 2025. During that session, Council members reviewed the City's previous Strategic Plan, evaluated its structure and effectiveness, and identified the areas where progress had been achieved and where focus was still needed. Through a combination of guided discussion, live polling, and a detailed SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats), Council established a clear consensus: the next plan should move beyond short-term, task -based goals toward long-lasting, visionary statements of purpose. Council affirmed that while many of the prior "goals" were meaningful, they were better suited as Key Activities—specific, actionable tasks—rather than as overarching strategic directions. Building from the City's existing mission statement, Council members worked collaboratively to identify five broad areas of focus that capture the City's core responsibilities and aspirations. These became the Strategic Outcomes—the guiding pillars that define Paris's desired future and provide a shared framework for action across all departments and partnerships.
