The plan is designed to evolve—remaining dynamic and responsive as the City grows, while <br />preserving a clear focus on service, safety, prosperity, and quality of life. <br />Together, the City Council, management, and staff have charted a course that is forward-looking, <br />measurable, and rooted -in.integrity.
