t3- Strategic <br />Planning <br />P <br />The City of Paris 2025 Strategic Plan was built through a deliberate, inclusive process designed to align <br />the City's vision, operations, and community priorities into a single, actionable roadmap. The process <br />emphasized collaboration, transparency, and measurable progress—ensuring that every voice, from City <br />Council to frontline staff to community stakeholders, played a meaningful role in shaping the outcomes of <br />the plan. <br />A Collaborative, Phased Approach <br />The strategic planning process unfolded over several months and through multiple stages of engagement. <br />Each stage built upon the one before it, ensuring that the final plan reflected both the City's aspirations and <br />its operational realities. <br />1. City Council Strategic Workshop — Setting the Foundation <br />In April 2025, the City Council convened for an all -day strategic planning workshop to evaluate the <br />effectiveness of the existing Strategic Plan and to define the City's long-term priorities. During this <br />session, Council members participated in facilitated discussions, live polling, and a detailed SWOT <br />Analysis (Strengths, Weaknesses, Opportunities, and Threats). <br />Council identified key themes: the need for improved communication and coordination, the importance <br />of staff and leadership development, the modernization of city operations and permitting processes, and <br />renewed emphasis on safety, prosperity, and quality of life. <br />The workshop concluded with consensus around a new planning framework—organized around broad, <br />enduring Strategic Outcomes supported by specific, actionable Key Activities. <br />2. Department Director Workshops — Building the Framework <br />Following the Council's direction, department directors participated in a series of facilitated workshops <br />to identify major initiatives that would advance each Strategic Outcome. These sessions produced <br />dozens of actionable Key Activities, each with measurable indicators such as completion targets, service - <br />level improvements, and resident satisfaction metrics. <br />Directors also emphasized internal collaboration, technology modernization, and the need to connect <br />strategic goals with day-to-day performance and accountability. <br />
