Stakeholder and Partner Engagement — Listening to the Community <br />To ensure that the plan reflected community experience, the process incorporated targeted interviews <br />and focus sessions with civic leaders, educators, business owners, developers, and institutional partners. <br />Their feedback identified systemic challenges and opportunities—particularly in housing, code and <br />permitting, infrastructure coordination, and workforce development. <br />This engagement confirmed that while Paris is positioned for growth, its success will depend on <br />improved communication, interdepartmental coordination, and strategic investment in infrastructure <br />and services. <br />2. Council—Staff Integration Workshop — Aligning the Plan for Action <br />A final joint workshop brought together City Council and senior staff to integrate the findings from all <br />prior phases. This session finalized the five Strategic Outcomes and confirmed the Key Activities that <br />would serve as the City's operational priorities for the next three to five years. The discussion <br />emphasized the importance of accountability, public transparency, and regular performance updates to <br />maintain momentum and public trust. <br />Outcome of the Process <br />Through this structured and collaborative process, the City established a forward-looking strategic <br />framework that is both ambitious and achievable. The resulting Strategic Outcomes capture the long-term <br />vision of City leadership, while the Key Activities ensure that each department has a clear role in delivering <br />tangible results for residents. <br />This process not only produced a plan—it strengthened the culture of collaboration within the organization, <br />reinforced the City's shared mission, and positioned Paris to manage growth, deliver quality services, and <br />enhance the daily lives of its citizens. <br />
