Regular Council Meeting <br />January 28, 2026 <br />Page 3 <br />14. Approve the Final Plat of the Fodge Addition, CB 59, Lot 1, Block A, LCAD 14331 and <br />14333, located in the 200 Block of Pine Bluff Street. <br />15. Approve the Replat of the JC Miles Subdivision, Lots 1-3, Block A, LCAD 129233, <br />129234, 12935, and 12936, located in the 600 Block of Sycamore Street. <br />16. Approve the Replat of the JC Miles Subdivision, Lots 7R, 8R, 9R, Block A, LCAD <br />129240, 129242, and 129243, located in the 700 Block of Sycamore Street. <br />17. Approve Easement and Right -of -Way to Oncor Electric Delivery Company, LLC at Cox <br />Field Airport. <br />Re ular Agenda <br />18. Conduct a public hearing, discuss and act on an Ordinance Approving and Adopting <br />Amendments to the Comprehensive Plan and Future Land Use Map for the City of Paris <br />from Low Density Residential (LDR) to Medium Density Residential (MDR) on LCAD <br />Parcels Nos. 17005, 129327, 129326, JC Miles Subdivision Block A, Lots 11, 12, 13, <br />located in the 1400 Block of SE 6h and SE 8h Streets. <br />City Attorney Stephanie Harris explained that the Planning and Zoning Commission <br />denied this item and in order for it to pass, it would require six affirmative votes. <br />City Planner Osei Amo-Mensah said that the applicant was requesting the amendment so <br />that he could develop four triplexes for a total of twelve dwelling units. He said this was not <br />permitted under the current two-family dwelling district. He also said that staff recommended <br />denial of this item. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Michael Lipsomb spoke in opposition of this item due to <br />water drainage, sewer drainage, and issues with parking. Andrew Mack spoke in support of the <br />amendment citing shortage of housing and he stated he believed the drainage could be fixed. He <br />also said he had e-mailed to City Council a document and presentation. Mr. Mack said this would <br />be a 2.2 million dollar investment. Ms. Harris answered questions from City Council about <br />infrastructure. <br />A Motion to deny the amendment was made by Council Member Norment and seconded <br />by Council Member Ellis. Motion carried, 6 ayes — 0 nays. <br />19. Conduct a public hearing, discuss and act on ORDINANCE NO. 2026-001: Amending <br />Zoning Ordinance No. 1710 of the City of Paris, Texas, as heretofore amended, so as to <br />allow a Specific Use Permit (SUP) for Trailer Rental, Sales, or Repair in a Commercial <br />Zoning District (C), on LCAD Parcel No. 17775, City of Paris Block 235, Lot 2-A, <br />located at 1212 N.W. 19'h Street. <br />
