Regular Council Meeting January 28, 2026 Page 4 Mr. Amo-Mensah said the applicant was seeking a specific use permit for the existing building for trailer rental, sales or repair. He said the Planning and Zoning Commission recommended approval, as did city staff. Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. Raymond Peregrina spoke in support of this item. Council Member Norment inquired if he owned this building or was renting it. Mr. Peregrina said he was renting it. Ms. Harris said the SUP would expire if Mr. Peregrina moved from there. With no one else speaking, Mayor Pankaj closed the public hearing. A Motion to approve this item was made by Council Member Ellis and seconded by Mayor Pro -Tem Savage. Motion carried, 6 ayes — 0 nays. 20. Receive presentation from Chief Operation Officer Michael Smith about public works, water billing and code enforcement. Mr. Smith gave an overview of projects and day-to-day operations in water billing, code enforcement, streets, parks and public works. 21. Discuss and act on RESOLUTION NO. 2026-009: Approving the Annual Report, Fiscal Year 2024/2025 for Tax Increment Reinvestment Zone Number One and Authorizing the City Attorney to file same with the Texas Office of the Comptroller. Ms. Harris explained that the Texas Tax Code Section 311.016 required that the governing body of a taxing entity creating or participating in a TIRZ must file an annual report with the Texas Comptroller's Office. Ms. Harris presented the City Council with the report. A Motion to approve this item was made by Council Member Ellis and seconded by Mayor Pro -Tem Savage. Motion carried, 6 ayes — 0 nays. 22. Convene into executive session pursuant to Section 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding commercial or financial information the governmental body has received from a business prospect the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations (2) to deliberate the offer of a financial or other incentive to a business prospect prescribed by Subdivision (1), as follows: A. Project Red Maple 2 B. Project Fancy Dirt Mayor Pankaj asked that this item be moved to the next meeting because Maureen Hammond had a scheduling conflict and could not be at the meeting. 23. Reconvene into open session and possibly take action on those matters discussed in executive session.
