Regular Council Meeting <br />January 28, 2026 <br />Page 4 <br />Mr. Amo-Mensah said the applicant was seeking a specific use permit for the existing <br />building for trailer rental, sales or repair. He said the Planning and Zoning Commission <br />recommended approval, as did city staff. <br />Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Raymond Peregrina spoke in support of this item. Council <br />Member Norment inquired if he owned this building or was renting it. Mr. Peregrina said he <br />was renting it. Ms. Harris said the SUP would expire if Mr. Peregrina moved from there. With <br />no one else speaking, Mayor Pankaj closed the public hearing. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Mayor Pro -Tem Savage. Motion carried, 6 ayes — 0 nays. <br />20. Receive presentation from Chief Operation Officer Michael Smith about public works, <br />water billing and code enforcement. <br />Mr. Smith gave an overview of projects and day-to-day operations in water billing, code <br />enforcement, streets, parks and public works. <br />21. Discuss and act on RESOLUTION NO. 2026-009: Approving the Annual Report, Fiscal <br />Year 2024/2025 for Tax Increment Reinvestment Zone Number One and Authorizing the <br />City Attorney to file same with the Texas Office of the Comptroller. <br />Ms. Harris explained that the Texas Tax Code Section 311.016 required that the <br />governing body of a taxing entity creating or participating in a TIRZ must file an annual report <br />with the Texas Comptroller's Office. Ms. Harris presented the City Council with the report. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Mayor Pro -Tem Savage. Motion carried, 6 ayes — 0 nays. <br />22. Convene into executive session pursuant to Section 551.087 of the Texas Government <br />Code, (1) to discuss or deliberate regarding commercial or financial information the <br />governmental body has received from a business prospect the governmental body seeks <br />to have locate, stay, or expand in or near the territory of the governmental body and with <br />which the governmental body is conducting economic development negotiations (2) to <br />deliberate the offer of a financial or other incentive to a business prospect prescribed by <br />Subdivision (1), as follows: <br />A. Project Red Maple 2 <br />B. Project Fancy Dirt <br />Mayor Pankaj asked that this item be moved to the next meeting because Maureen <br />Hammond had a scheduling conflict and could not be at the meeting. <br />23. Reconvene into open session and possibly take action on those matters discussed in <br />executive session. <br />
