Weaknesses: Where We Must
Improve
Weaknesses are internal factors that inhibit effectiveness, slowprogress, or diminish public confidence
and cohesion. The discussion focused on organizational challenges that the City can influence directly
through improved systems, communication, or investment. These are factors that are in the control of the
City.
Members listed 24 various internal Weaknesses. After grouping and voting, the most significant identified
weaknesses were:
• Aging infrastructure
• Customer service.
• Revenue challenges.
• Economic division
• Revenue Challenges
other weaknesses mentioned included antiquated practices, long-term planning, street improvements, and
negative attitudes.
Ironically, while "people" were listed as one of the biggest strengths, the role of people as a potential
Weakness centered around a community being giving but also being "absolutely brutal on ourselves" and
"awful ambassadors." "Legacy challenges between people" alluding to racial and economic division was also
specifically mentioned as a weakness. that coexists with the strength of the people.
This was further explored in a discussion about an apparent lack of racial minority volunteerism for boards
and commissions. A deep dive revealed that some of this is a legacy challenge due to poor communication
in the past and likely solved over time with aggressive and authentic community engagement as Key
Activities in developing plans come to fruition. .
Housing stock was also identified as a weakness, specifically that it is "not where it needs to be for potential
growth". While direct action might be limited, indirect steps like utilizing infill development and addressing
abandoned properties were suggested as ways to improve this. Likewise, improving the City's reputation as
more development friendly in code enforcement and plan permitting is vital to overcoming this Weakness
but also achievable.
