Opportunities: Favorable External <br />Conditions <br />Opportunities reflect external factors that can be <br />leveraged to enhance performance, expand <br />capacity, or elevate quality of life for residents. <br />They are conditions outside the organization's <br />immediate control that offer potential advantages <br />if recognized and pursued strategically. These <br />opportunities represent areas where proactive <br />planning and collaboration can translate regional <br />momentum into tangible local gains <br />Aa Regional Growth <br />Growth spillover from <br />DFW Metroplex—the <br />most significant <br />opportunity identified. <br />Regional highway <br />infrastructure <br />improvements by <br />TxDOT. Increased <br />interest in smaller cities <br />offering lower costs and <br />authentic character. <br />The most impactful external Opportunity <br />identified was Regional Growth. This includes <br />growth from the DFW Metroplex as well as within <br />the County and region generally. The central <br />question arising from this was "How do we get to <br />participate more in that?" <br />ED Partnerships and <br />Funding <br />Industry -education <br />alliances with Paris <br />Junior College and ISDs. <br />Grants for Safe Routes to <br />School and FEMA <br />equipment programs. <br />Parks & Wildlife grants <br />available with updated <br />master plans. Public <br />trust gains possible <br />through real-time <br />transparency <br />dashboards. <br />Assets <br />Historic assets providing <br />competitive advantage <br />for tourism and <br />development. Land <br />availability allowing for <br />strategic growth <br />management. <br />Several specific areas of opportunity were linked to or identified alongside regional growth: <br />• Infrastructure Improvements of highways into and around the City. <br />• Opportunities related to manufacturers, new development, larger business growth, and general industry <br />expansion were discussed as positive possibilities. <br />• Land: The amount, availability, and cost of land were identified as opportunities. It was noted that land <br />is both an internal and external factor, as land outside the city's ETJ can still be beneficial even as <br />unincorporated development is a Threat. <br />• Natural Resources: Climate, water, and land were cited as natural resource opportunities. <br />
