There being none, a Motion to approve the consent agenda was <br />made by Council Member Putnam and seconded by Council Member Norment. Motion carried, <br />6 ayes — 0 nays. <br />5. Approve minutes from the meeting of January 12, 2026. <br />6. Receive reports and/or minutes from the following boards and commissions: <br />a. Tax Increment Reinvestment Zone (TIRZ No. 1) Board Minutes (10-9-2025) <br />b. Planning & Zoning Commission Minutes (12-1-2025) <br />c. Board of Adjustment Minutes (11-4-2025) <br />d. Love Civic Center & Paris Visitors & Convention Council quarterly reports <br />e. Main Street Advisory Board Minutes (11-11-2025) <br />Receive the December monthly financial report. <br />Receive the December monthly drainage report. <br />9. Approve RESOLUTION NO. 2026-004: Ordering the Regular Municipal Election for <br />the City of Paris, Texas, to be held on the first Saturday in May 2026, for the purpose of <br />electing members of the Paris City Council in Districts 1, 2, 3, & 6 for the ensuing two <br />years; designating polling places; Ordering Notices of Election to be given; and declaring <br />an effective date. <br />10. Approve RESOLUTION NO. 2026-005: Authorizing and approving a contract between <br />the City of Paris and Lamar County Elections Administrator to assist, coordinate, <br />supervise, and handle certain aspects of administering the General Election for May 2, <br />2026, for the City of Paris. <br />11. Approve RESOLUTION NO. 2026-006: Approving a Joint Election Agreement between <br />the City of Paris and Paris Independent School District for the May 2, 2026, Election. <br />12. Approve RESOLUTION NO. 2026-007: Approving a Joint Election Agreement between <br />the City of Paris and North Lamar Independent School District for the May 2, 2026, <br />Election. <br />13. Approve RESOLUTION NO. 2026-008: Approving a Joint Election Agreement between <br />the City of Paris and Chisum Independent School District for the May 2, 2026, Election. <br />
