Approve Easement and Right -of -Way to Oncor Electric Delivery Company, LLC at Cox Field Airport. Regular Agenda 18. Conduct a public hearing, discuss and act on an Ordinance Approving and Adopting Amendments to the Comprehensive Plan and Future Land Use Map for the City of Paris from Low Density Residential (LDR) to Medium Density Residential (MDR) on LCAD Parcels Nos. 17005, 129327, 129326, JC Miles Subdivision Block A, Lots 11, 12, 13, located in the 1400 Block of SE 6'h and SE 8th Streets. City Attorney Stephanie Harris explained that the Planning and Zoning Commission denied this item and in order for it to pass, it would require six affirmative votes. City Planner Osei Amo-Mensah said that the applicant was requesting the amendment so that he could develop four triplexes for a total of twelve dwelling units. He said this was not permitted under the current two-family dwelling district. He also said that staff recommended denial of this item. Mayor Pankaj opened the public hearing and asked for anyone wishing to speak about this item, to please come forward. Michael Lipsomb spoke in opposition of this item due to water drainage, sewer drainage, and issues with parking. Andrew Mack spoke in support of the amendment citing shortage of housing and he stated he believed the drainage could be fixed. He also said he had e-mailed to City Council a document and presentation. Mr. Mack said this would be a 2.2 million dollar investment. Ms. Harris answered questions from City Council about infrastructure. A Motion to, deny the amendment was made by Council Member Norment and seconded by Council Member Ellis. Motion carried, 6 ayes — 0 nays. 19. Conduct a public hearing, discuss and act on ORDINANCE NO. 2026-001: Amending Zoning Ordinance No. 1710 of the City of Paris, Texas, as heretofore amended, so as to allow a Specific Use Permit (SUP) for Trailer Rental, Sales, or Repair in a Commercial Zoning District (C), on LCAD Parcel No. 17775, City of Paris Block 235, Lot 2-A, located at 1212 N.W. 19th Street.
