MINUTES OF THE PLANNING & ZONING COMMISSION <br />REGULAR MEETING OF THE CITY OF PARIS, TEXAS <br />JANUARY 05, 2026 <br />The Planning & Zoning Commission of the City of Paris held a regular meeting at 5:30 p.m. in the <br />City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Commissioners Present: Adam Bolton, Robert Spain, Larry Walker and Eric Guillot <br />City Representatives: Osei Amo-Mensah- City Planner <br />Triniti Frazier- Planning Technician <br />Steve Hodges- Engineering Technician <br />Stephanie Harris- City Attorney <br />Commissioner(s) Absent: Paula Portugal, Rochelle Jones, Chad Lindsey <br />Chairman Adam Bolton called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />The citizen's forum was declared open. With no one speaking the forum was declared <br />closed. <br />3. Approve minutes from the meeting of December 01, 2025. <br />A motion to approve the minutes was made by Commissioner Larry Walker and seconded <br />by Commissioner Robert Spain. Motion carried, 4 ayes — 0 nays. <br />4. Conduct a public hearing to consider and take action regarding the petition of Zachary <br />Bergenholtz for a Comprehensive Plan Amendment from Low Density Residential (LDR) <br />to Medium Density Residential (MDR) on LCAD 17005, 129327, 129326. Legal <br />Description: JC Miles Subdivision, Block A, Lots 11, 12, 13, in the 1400 Block of SE 6t1 <br />and SE 8"' Streets. <br />Osei Amo-Mensah presented the item and recommends the Commission deny the petition <br />to amend the comprehensive plan for this level of increased density. The public hearing <br />was declared open. Courtney & Michael Lipscom, 3330 SE 8th Street, state they are <br />opposed to the petition due to drainage issues and concerns of how this will affect their <br />property. Mr. Lipscom state there are sanitation issues weekly in this area. Chairman <br />Adam Bolton advised that the engineering department would look at the feasibility. The <br />input forms submitted from citizens opposing the change were read on screen by the <br />commission. <br />Andrew Mack representing the applicant states the surrounding area is developed with <br />duplexes. The property is being replatted and they plan to construct in the Spring '26 if <br />
