Discuss and review application for tax exemption agreement for property located at 115 S. <br />Main St (Agenda Item 5 above) <br />A motion was made to approve the Tax Exemption for 115 S. Main St by Commissioner <br />Coyle, seconded by Commissioner Emmite. Motion carried 6 ayes, 0 nays. <br />7. Discussion and possible action on the following Certificate of Appropriateness (26-000002) <br />for property located in the HD-1 Downtown Historic District -509 S Main Street. — Jon & <br />Tami Tollenaar. Building Permit (25-001143) <br />A. Replace all curbside windows with historic compliant, wood windows. Replace <br />remaining windows, not visible from ROW with vinyl windows. <br />This item had appeared on a previous agenda. Mr. Steven Asay was present to answer any <br />questions the commissioners may have on this project for clarification before a decision was <br />made on the fagade grant. No action taken. <br />8. Review and act on the Fagade Grant Application # (26-000003) in the amount of $2000 for <br />property located in HD-1 Downtown Historic District, 509 S Main St (COA26-000002) <br />A motion was made to approve the application request for a $2000 facade grant for the <br />property located at 509 N. Main by Commissioner Coyle, seconded by Commissioner Hale, <br />Motion carried 6 ayes, 0 nays. <br />9. Discussion and possible action on the following Certificate of Appropriateness (26-000006) <br />for property located in the HD-1 Downtown Historic District- 443 1" ST SW, David Logan <br />Mr. Logan property owner was present to explain the project. He recently purchased the <br />former car lot for use as an auxiliary building for expansion of the Bluebonnet Montessori <br />school. He was not looking to build a fence but add some decorative enhancement/elements <br />to delineate the property boundaries. He proposed a 4 ft 5inch steel post with a chain powder <br />coated black or dark green. This fence would be located along Sherman Street., and west <br />along Ft SW. Commissioner Coyle clarified that similar features were already present <br />downtown. Chairman Turk reviewed the Design Standard, and the materials match what is <br />being proposed. Motion to approve the Certificate of Appropriateness as presented with <br />color match powder coating with an approved color was made by Chairman Turk, seconded <br />by Commissioner Emmite. Motion carried 6 ayes, 0 nays. <br />10. Discussion and possible action on the following Certificate of Appropriateness (COA 25- <br />00052) for property located in the HD-1 Downtown Historic District - Transom Windows <br />114 S. Main St, Aaron Raper/Sarah Sain <br />History: During the September 22, 2025, meeting the commission reviewed the Certificate of <br />Appropriateness for the remodel of the storefront located at 114 S. Main St. They approved <br />the COA with conditions that the property owner return to them with the type of windows that <br />were decided on for the transom. <br />Aaron Raper requested the removal of the prism glass as it was extremely hard to find and <br />
