MINUTES OF THE SPECIAL MEETING OF <br />THE HISTORIC PRESERVATION COMMISSION <br />107 E KAUFMAN ST <br />PARIS, TEXAS 75460 <br />MONDAY FEBRUARY 23, 2026 <br />4:00 P.M. <br />Present Kelsey Turk, Chairman, Millicent Kee, Boyd Hale, Glee <br />Emmite, Linda Knox <br />City Staff Cheri Bedford, HPO <br />Guests Michelle Scribner, David Logan, Barbara Wilson <br />Absent Matthew Coyle, Lalonna West, Kyle Abshire, Alexis <br />Winston <br />1. Call meeting to order -Chairman <br />Chairman Turk called the meeting to order at 4:02 <br />2. Citizen's forum <br />No one spoke at citizens forum. <br />3. Review and approve February 11, 2026 <br />A motion was made by Commissioner Hale, seconded by Commissioner Kee, motion carried <br />5 ayes, 0 nays <br />4. Discussion and possible action on the following Minor Certificate of Appropriateness (26- <br />000005) 27 Clarksville, Canopy improvements, Michelle Scribner. <br />Ms. Scribner was present to address the concerns of the commission at the previous meeting. <br />She clarified the existing canopy is 6 inches tall, and she is proposing adding afacia to make <br />it look 18 inches tall. She provided additional photos and identified the drainage of the <br />canopy. <br />Chairman Turk reviewed design standards on canopies. Canopies should be appropriate <br />scale and location on the building, and the most canopies scale is determined by the space <br />that exists. The commission expressed concern with the requested height of the proposed <br />addition to the face of the canopy, expressing that at 18 inches it would appear dipropionate <br />in size compared to the area between the transom windows and lintel portion on the <br />storefront. They also expressed concern setting if allowed this would set a precedent for <br />other property owners. After discussion and evaluation of existing conditions, Chairman <br />Turk asked for a decision from the board. A motion was made by Commissioner Kee to <br />approve the addition of afaux facia to change the existing canopy height to a maximum of 16 <br />inches. The motion was seconded by Chairman Turk, Motion carried 5 ayes, 0 nays. <br />5. Discussion and possible action on the following Certificate of Appropriateness COA (26- <br />000006) for property located in the HD-1 Downtown Historic District- 443 1st ST SW, David <br />Logan <br />
