David Logan returned to the commission for a minor change to his Certificate of <br />Appropriateness issued and was approved at the February 11, 2026, meeting. The COA <br />issued was to approve the bollards being powder coated black or dark green. After doing <br />research, Mr. Logan found the powder coating cost prohibitive and came back to the <br />commission to request permission to paint the bollards and chains with industrial Sher -Chem <br />high -gloss enamel paint black in lieu of powder coating. He has had good luck with the <br />paint in past projects and found it to stand up to the weather quite well and made it easier to <br />touch up scratches and chips. Chairman Turk reviewed the 2018 fencing standard, and it <br />was his opinion the concern of the commission at this time this amendment was adopted was <br />to have afinish that would match the district and last. <br />A motion was made by Commissioner Emmite to approve the painting the decorative <br />bollards and chains with the She- Chem black enamel paint. Motion was seconded by <br />Chairman Turk. Motion carried, 5 Ayes and 0 nays. <br />6. —CONSENT AGENDA --- <br />Discussion and possible action regarding the following structures considered by code <br />inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City <br />of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to <br />determine whether such buildings or structures can be rehabilitated and designated on the <br />National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic <br />property as designated by the City Council of the City of Paris. <br />a. 346 9th NW <br />The commission reviewed the property and determined it does not fit the criteria as outlined <br />in the Historic Preservation Ordinance Article 9.05.005 and cannot be rehabilitated or <br />designated on the National Register of Historic Places, as a recorded Texas Historic <br />Landmark, or as historic property as designated by the City Council of the City of Paris. <br />A motion was made to approve the consent agenda commission by Commissioner Kee, <br />seconded by Commissioner Knox, Motion carried 5 ayes, 0 nays. <br />7. Coordinators Report <br />National Alliance of Preservation Commission forum. is in Minneapolis. Cheri Bedford <br />applied for a grant for the commission. Chairman Turk is attending and there is an option <br />for one more commissioner, and preference will be given to those who are new or not going <br />to roll of <br />,f the commission due to term limits.
